Created to help schools and libraries afford telecommunications and Internet access, the Schools and Libraries Program of the Universal Service Fund, known as "E-Rate," is administered by the Universal Service Administrative Company (USAC) under the direction of the Federal Communications Commission (FCC). The E-Rate funding program allows school districts and libraries to apply for discounts on telecommunication products and services, including telecom services, Internet access, internal connections, and basic maintenance.
